State and Local Issues

NRMCA encourages the adoption of statewide minimum model building codes. Approximately 60% of the United States adopts a statewide minimum model building code with the majority of the states adopting some form of the International Building Code (IBC). Four states, Delaware, Hawaii, Illinois and Arizona (shown below in red) have not adopted a building code. Seventeen states (shown in orange) have adopted building codes that apply to only certain types of structures or only in particular jurisdictions. The remainder of the states (shown in blue) have fully adopted a building code for all commercial structures.

Where residential codes are enforced, new homes are constructed to specified standards. Fifteen states have not adopted a residential code (shown in red) with an additional eight states (shown in yellow) adopting a code for limited residential uses or jurisdictions only. The remainder (shown in purple) have adopted a statewide residential building code.

Information accurate as of October 2006.
